L. 142, No. 47), entitled "An act providing for the capital budget for the fiscal year 1981-1982," itemizing public improvement and furniture and equipment projects to be constructed or acquired by the Department of General Services together with their estimated financial cost; authorizing the incurring of debt without the approval of the electors for the purpose of financing the projects to be constructed or acquired by the Department of General Services, stating the estimated useful life of the projects, repealing projects and making appropriations.
