An Act amending the act of August 20, 1977 (No. 11-A), entitled "An act to provide for the expenses of the Executive, Legislative and Judicial Departments of the Commonwealth, the public debt and for the public schools for the fiscal period July 1, 1977 to June 30, 1978, and for the payment of bills incurred and remaining unpaid at the close of the fiscal period ending June 30, 1977," adding an appropriation to the Pennsylvania Higher Education Assistance Agency and reducing and restricting the use of the cash assistance appropriation to the Department of Public Welfare.
