Biography

Jeffrey W. Coy was born in Chambersburg, Franklin County, Pennsylvania on October 6, 1951. He graduated from Shippensburg Area High School in 1969 and earned his B.A. in government administration from Shippensburg State College (now Shippensburg University of Pennsylvania) in 1973. He was awarded an honorary doctorate of public service from Shippensburg University of Pennsylvania. He worked as a legislative assistant to the Democratic Caucus of the Pennsylvania State Senate. He was served as the deputy secretary of personnel for the Commonwealth of Pennsylvania. Coy was a board member of Shippensburg State College from 1975 to 1982. He was the president of the Pennsylvania Association of State College and University Trustees from 1981 to 1982, and well as a member of the State System of Higher Education Governing Board. Coy was also a member of the Franklin County Democratic Committee, Pennsylvania Democratic State Committee, and Pennsylvania Democratic State Executive Committee. Coy was elected as a Democrat to the Pennsylvania House of Representatives for the 1983 term, and reelected to 10 consecutive terms thereafter. He was elected Majority Caucus Secretary for the 1993-1994 session, and served as Minority Caucus Secretary from 1995 to 2004. He was appointed to the Pennsylvania Emergency Management Authority from 1985-1986, and appointed to the board of the Pennsylvania State System of Higher Education from 1989 to 2004. Coy was appointed to the Joint State Government Commission from 1993 to 1994 as well as from 2001 to 2002. He was appointed to the Local Government Commission from 1997 to 2000. Coy resigned from the House on September 2, 2004. He was appointed to the Pennsylvania State Gaming Control Board, serving from September 3, 2004-2011. He also served as a board member for Orrstown Bank from 1984 to 2018, and was vice president of the Board from 1998 to 2018. He was elected as a delegate to the Democratic National Convention in 2004. Coy served as a trustee of Shippensburg University of Pennsylvania from 2016 to 2018. Jeffrey W. Coy died, June 4, 2018 in Shippensburg, Franklin County, Pennsylvania. He is interred at Spring Hill Cemetery, Shippensburg, Cumberland County, Pennsylvania.
