Biography
Kenneth W. Ruffing was born in Homestead, Allegheny County, Pennsylvania on February 24, 1967. He graduated from West Miffling Area High School in 1985. He graduated from Robert Morris College with his B.A. in Business Administration in 1990. After school, he was a licensed insurance agent. Ruffing was then elected to the West Mifflin Council Borough for seven years and President for two years. He was elected as a Democrat to the Pennsylvania House of Representatives in 1998 to represent the 38th Legislative District in Allegheny County. He was reelected to 3 consecutive terms. He was unsuccessful in his 2006 campaign to the House. During his time in the House he served on the Finance, Local Government, Liquor Control Committee, and State Government Committees.
