Biographical Statement

Stephen L. Bloom was born in Manhasset, Nassau County, New York on October 10, 1961. After graduating from Penncrest High School in 1979, he went to Pennsylvania State University and graduated in 1983 with a B.S. in agricultural economics and rural sociology. Bloom then attended Dickinson School of Law and earned his J.D. in 1987. Following his studies, Bloom worked as an attorney and an adjunct instructor at Messiah College for management and business. He was also the founder and first president of the Estate Planning Council of Cumberland County as well as the president for both the Downtown Carlisle Association and Carlisle Early Education Center. Bloom was elected as a Republican to the Pennsylvania House of Representatives in 2010 to represent the 199th district of Cumberland County. He served in the House from 2011 to 2018. While in office he was appointed to the Joint Legislative Air and Water Pollution Control and Conservation Committee (2019-2018). Bloom also served as the Deputy Whip from 2016 to 2018. Most of his legislative work was focused on fair taxes for small businesses and education. He was not a candidate for reelection to the House in 2018. He currently serves as the vice president for the Commonwealth Foundation.
