Richard T. Grucela was born 1946 in Easton and attended Easton Area High School, Keystone Junior College and East Stroudsburg University, where h received a bachelor of science in secondary education. A former teacher, Grucela was also active in local politics, serving as councilman for Northampton County and president of Lower Mt. Bethel Township Recreation Board.

He was first elected to the House of Representatives in 1998 as a Democrat and served six consecutive terms for the 137th district in Northampton County. He served on various committees including Agriculture and Rural Affairs, Education, Local Government, and Veterans Affairs and Emergency Preparedness Committees.

Some topics that Grucela focused on were nursing shortages, DUI, and Educational Impact Fees.
