biographical statement
Stephen Maitland served the 91st District of the Adams and Franklin Counties in the Pennsylvania House of Representatives from 1993-2006. He was born on August 19, 1962 in Arlington, Virginia, and he obtained his Bachelor’s Degree in Political Science and Mathematics from Mount St. Mary’s College in 1991 and his Law Degree from Widener University Law School in 2003. Before his election to the House of Representatives, he worked as manager of Jim Garrahy’s Fudge Kitchen, Inc. for seven years and then later as proprietor of Chocolate Tree Fudge for three years. Politically, he served as an intern to United States Representative Bill Goodling in 1991. During his time in the House, Mr. Maitland served on the Agriculture and Rural Affairs Committee from 1993-2006; the Tourism and Recreational Development Committee from 1993-1998 as Subcommittee Chair on Travel Promotion from 1997-1998; the Judiciary Committee from 1995-2006, serving as the Sub-Committee Chairman on Crime and Corrections from 2003-2006; the Professional Licensure Committee from 1997-1998; the State Government Committee from 1999-2002; the Intergovernmental Affairs Committee from 1999-2002 as Vice Chair; the Aging and Older Adult Services Committee from 2003-2006; and the Health and Human Services Committee from 2003-2006. Rep. Maitland prime sponsored Act 185 of 2004, known as the All Felon’s DNA Law, and Act 52 of 1999, known as the Minor’s Consent to Medical Treatment Act. He also worked to re-write the A.C.R.E. legislation [Act 38 of 2005], which reviewed the constitutionality of ordinances that affected farming. He sponsored House Resolutions to recognize and celebrate Heritage Week and Charter Day in Pennsylvania. Maitland had over thirty bills and amendments signed into law, and he routinely wrote and signed numerous bills during each legislative session. He lost a re-election bid in the 2006 Primary Election.
