House Resolution 194, adopted November 26, 1984, created the Select Committee to Investigate the Department of Aging Directive #83-12 relative to competitive bidding for tangible client services such as homemaker care and home-delivered meals, etc. Because many of the organizations which provide these services are non-profit or private social services agencies, they have little or no experience in competitive bidding and may be underbid by proprietary agencies. The Select Committee was given the responsibility of determining if these contracts should be awarded to agencies on criteria other than strict competitive bidding. The Select Committee was chaired by Democrat Fred Trello. Also on the committee were: Democrats Lester Fryer and James J. A. Gallagher and Republicans Richard Cessar and William Klingaman.
