On January 31, 1996, the Pennsylvania House of Representatives adopted House Resolution 275, which provided for the establishment of a Special Committee to study the operation of the National Weather Service, interstate cooperation in weather related issues, and the coordination between Pennsylvania and the Federal Emergency Agencies during weather related disasters. The resolution passed as a result of the amount of damage caused by a major blizzard and subsequent flooding in the Commonwealth in the early weeks of January 1996. The members of this committee included Thomas Dempsey (chairman), Matthew Baker, Brett Feese, Peter Daley, and Joseph Corpora.

Scope and Contents Public hearings were held in Williamsport and Charleroi, PA, where testimony was heard from experts on weather issues, private citizens, and emergency personnel.
