Biography

House Resolution 86 created the Select Committee to Investigate Alcohol Abuse in Pennsylvania Institutions of Higher Education as a result of a Department of Education survey of colleges and universities which stated that the institutions felt that alcohol and drug abuse was a problem and a national survey which concluded that alcohol abuse was a major factor in problem behavior on college campuses including property damage, violent behavior, physical injury, emotional problems and death. This Select Committee was charged with investigating the extent of alcohol abuse by Commonwealth college and university students and underage drinking and the lack of enforcement of both institution drinking rules and Pennsylvania laws.

The Select Committee was chaired by Nicholas Colafella and Vice Chaired by Harold Mowery. Other members were Chaka Fattah, Stanley Jarolin, Edward Wiggins, Frank LaGrotta, Merle Phillips, Jerry Birmelin and George Sauerman.
