Biography

House Resolution 58 of 1973 created the House Bi-Partisan Committee to Investigate the Existence and Adequacy of Legislation Regulating Security Guards.

Members of the Committee were: Chairman- James B. Kelly, Charles P. Hammock, Marvin E. Miller, Joseph R. Pitts, Samuel Rappaport, Frank Vacca, Earl Vann, and Stephen R. Wojdak. Joseph Rhodes Jr., also participated in the meetings.
