Biography
Senate Bill 1147 created the Joint Legislative Committee on the Administration of Civil Service in the Division of Unemployment Compensation and Employment Service. The committee's findings suggested that the civil service examinations held for the purpose of selecting employees by the Department of Labor and Industry for the purpose of adminstering the Unemployment Compensation Law were arranged so as to favor particular persons and eliminate others for political reasons.
The Chair was Senator C. Gilbert Wolfenden, who later resigned as Chair on December 11, 1940. Senator O.J. Tallman was then elected as Chair. Rep. William R. Shearer was elected secretary of the committee. Other Members included Senator Robert Lee Jacobs, Rep. Paul Wagner.
