House Resolution 473 was introduced March 25, 2002 by Representative Lawrence Curry. The Select Committee to study and investigate the integration of human rights standards in Pennsylvania's laws and policies was established June 25, 2002. According to the Resolution, the Commonwealth has an interest in ensuring the well-being of its citizens. Recognition of the inherent dignity of all people and the equal and inalienable rights of all people is the foundation of freedom, justice and peace in the world. All citizens of this Commonwealth have the right to freely determine their political status and freely pursue their economic, social and cultural rights.

The Select Committee should be composed of 13 members, seven of whom shall be appointed by the Speaker of the House of Representatives, one of whom shall be the chairperson, and six of whom shall be appointed by the Minority Leader of the House of Representatives, one of whom shall be the minority chairperson. The Committee shall hold hearings and may take testimony at such places as it deems necessary.

The Select Committee should report its findings and recommendations no later than November 30, 2002, to the House of Representatives.

The following members were appointed to serve on the Select Committee, October 1, 2002: George T. Kenney, Jr., Chairman Lawrence Curry, Patrick M. Browne Peter J. Daley II, Mary Ann Dailey Harold James, Tim Hennessey Kathy Manderino, Ronald E. Miller Phyllis Mundy, Elinor Z. Taylor Joseph Preston Jr., and Mike Turzai.
