Biography
The Appropriations Committee is a long standing committee. It first was called Local Appropriations from 1828 - 1852, but was absorbed into the Ways and Means Committee from 1853 - 1873. In 1874 a resolution to change House rules and adopt an Appropriations Committee was accepted. The Appropriations Committee has worked from 1874 - Present.
According to 2021 House Rules, Rule 43, the Committee on Appropriations shall consist of 37 members. The committee also has six subcommittees: Subcommittee on Health and Human Services, Subcommittee on Education, Subcommittee on Economic Impact and Infrastructure, Subcommittee on Fiscal Policy, Subcommittee on Criminal Justice, and Subcommittee on Government and Financial Oversight.
According to 2021 House Rule, Rule 45, "The Committee on Appropriations shall have the power to issue subpoenas under the hand and seal of its chair commanding any person to appear before it and answer questions touching matters properly being inquired into by the committee, which matters shall include data from any fund administered by the Commonwealth, and to produce such books, papers, records, accounts, reports, documents and data and information produced and stored by any electronic data processing system as the committee deems necessary. Such subpoenas may be served upon any person and shall have the force and effect of subpoenas issued out of the courts of this Commonwealth. Any person who willfully neglects or refuses to testify before the committee or to produce any books, papers, records, accounts, reports, documents or data and information produced and stored by any electronic data processing system shall be subject to the penalties provided by the laws of the Commonwealth in such case. Each member of the committee shall have power to administer oaths and affirmations to witnesses appearing before the committee. The committee may also cause the deposition of witnesses either residing within or without the State to be taken in the manner prescribed by law for taking depositions in civil actions."
