House Resolution was 11 established on January 26, 1999, a Select Committee on Rules Reviews, to study the rules that govern the Pennsylvania House of Representatives. The Committee was directed to submit a report of its findings, on or before June 30, 1999, to the Pennsylvania House of Representatives. Members of the Committee included J. Scott Chadwick (chairman), Brett Feese, Albert Masland, Steven R. Nickol, Patricia H. Vance, Dan A. Surra, Michael K. Hanna, Sr., Joseph A. Petrarca and Greg Vitali.

In conducting its study, the Select Committee held several meetings and a public hearing. The Select Committee considered more than 75 suggestions received from House Members and various organizations. The Final Report was submitted to the House of Representatives on June 21, 1999.

Scope and Contents

The Select Committee in its Final Report, made twenty-seven suggestions to the House. Recommendations included, seniority be eliminated as a basis for appointing members to committee chairmanship, an additional Minority party member be added to each standing committee, all committees be composed of an odd number of members, and the adoption of the Legislative Leave Rule for proxy voting on the House Floor.
