House Resolution 30 established a Subcommittee of the House Veterans Affairs and Emergency Preparedness Committee on February 8, 1999 to identify suitable sites for a State Veterans Cemetery in western Pennsylvania. Members appointed to the Site Selection Committee included Paul Semmel (chairman), Paul Hastings, Gerald La Valle, Susan Laughlin and John Pippy. The Subcommittee was directed to submit a Final Report to the House of Representatives on or before November 30, 2000.

The Subcommittee held an organizational meeting and an informational public hearing. The Subcommittee reviewed information on twenty-four possible sites and conducted thirteen on site tours throughout Pennsylvania.

The Final Report is among these records, as well as numerous cemetery site proposals with their corresponding maps. In the Subcommittee’s Final Report is the Subcommittees recommendation that the Morgan Farm property, in Washington County, would be the best suitable site for a veteran’s cemetery in western Pennsylvania.
