House Resolution 127 established on April 10, 1997 a Subcommittee of the Aging and Youth Committee to investigate recent events relating to child abuse and the inadequacy of child protective services in general throughout the Commonwealth. House Resolution resulted from the inhuman rape and murder of 16-month-old Maxwell Fisher. Members of the Subcommittee included Katie True (chairperson), Sheila M. Miller, Alan Egolf, Kerry A. Benninghoff, T. J. Rooney, Dante Santoni and Michael Sturla. Report presented April 27, 1998.

Scope and Contents House Resolution 127 resolved that the Subcommittee should report its findings together with its recommendations for remedial legislation or other appropriate action at the earliest practical date to the Committee on Aging and Youth and to the entire House.
