The Joint Task Force on Adoption was created during the 1997-1998 session of the General Assembly and was a collaborative effort between the Aging and Youth Committee and the Judiciary Committee. Members of the task force included Edward Krebs (chairman), Lita Cohen, Brett Feese, Julie Harhart, Al Masland, Larry Sather, Louise Bishop, Joseph Corpora, Babette Josephs, Joseph Petrarca, Don Walko, and Connie Williams.
