The Select Committee to Review Non-Preferred Appropriations was established as a result of House Resolution 349, which was adopted by the House of Representatives on June 20, 1994. The Select Committee was tasked with investigating non-preferred appropriations and filing a report that would be used in the preparation of the 1995-1996 Commonwealth budget. Members of this committee included William Robinson (chairman), Ralph Kaiser, Sara Steelman, LeAnna Washington, Lita Indzel Cohen, Joseph Pitts, and Katie True.

Their objectives were to develop more comprehensive and substantial procedures for allocating non-preferred appropriations and to develop criteria to determine the qualifications institutions must meet in order to be considered for these funds. The final report of the Select Committee was to be submitted on or before November 30, 1994 to the House of Representatives.

Scope and Contents

The collection contains materials from the committee meetings and the public hearings that were held on the subject on October 17 and 18, 1994. The bulk of the collection is made up of materials that were submitted to the committee for review by organizations such as the Fox Chase Cancer Center and Pennsylvania universities, who were seeking to keep their non-preferred status. The Final Report is also held in the collection. Approximately half of the records have been water damaged.
