On June 20, 1994 Representatives Cowell, Evans, Stairs, Robinson, and Herman introduced House Resolution 352. It was adopted on June 20, 1994. It resolved that the Speaker of the House of Representatives appoint a Task Force on Higher Education to review issues pertaining to the financing of higher education in this Commonwealth and to report to the General Assembly no later than November 30, 1994. Membership to the Task Force was composed of thirty-four members: four from the Education Committee, four members of the Appropriations Committee, three members of the Education Committee, three members of the Appropriations Committee, and sixteen members appointed by the Speaker upon recommendations of the Pennsylvania Association of Colleges and Universities.

Scope and Contents The Task Force met during the 1993-1994 Session. The work of the Task Force included five meetings of the entire members and several additional meetings conducted by four subcommittees of the Task Force. The Speaker appointed Representative Cowell to chair the Task Force. Due to the large size of the Task Force it was divided into four subcommittees with various Co-Chairs.
