On December 11, 1985, the House of Representatives adopted House Resolution 207, which provided for the formation of a Select Committee on the Pennsylvania State Police. It had come to the attention of the Representatives that some state police officers had been guilty of misconduct and committed crimes, with no criminal charges ever having been filed. It was also apparent that a high number of officers had been charged with serious crimes and had violated the civil rights of other officers and citizens. Members of the committee to investigate the internal behaviors of the State Police Department included Representatives Alphonso Deal (chairman), Michael E. Bortner, William R. Lloyd, Jr., Paul McHale, James Gallen, Correale Stevens, and Christopher Wogan. In addition to these Members, the committee hired A. Roy Decaro as its Chief Counsel and former police officer Thomas Mower as its Chief Investigator.
