biographical statement

In 1983, the General Assembly passed the Pennsylvania Sunset Act which created the Sunset Leadership Committee in order to reduce inefficiency within government agencies. The Sunset Committee was composed of the Speaker of the House of Representatives, the President pro tempore of the Senate and the Majority and Minority Leaders of both the House of Representatives and Senate. These legislators enforced the provisions of the Sunset Act which established a policy terminating programs and agencies automatically unless explicitly renewed by the committee. The Legislative Budget and Finance Committee was given the authority to oversee agency audits that reviewed the roles of government entities to determine whether each particular agency served a meaningful purpose that benefited public health, safety and/or welfare.
